‘Shirley Community Centre’ | ECAN Application for Resource Consent
“Once completed, the facility will be available for hire by community groups and the general public.
The facility will not be staffed full time on a regular basis.
Hours of operation will be 7 days a week, including public holidays, however, the hiring time frame will be limited to 10pm at the latest to ensure that it will comply with the relevant District Plan standards around noise.”

The new Shirley Community Reserve ‘Community Facility’:
– 280m2 building (to ‘replace’ former 1,500m2 Heritage Listed building)
– For Hire only: function room, a kitchen, office space, two meeting rooms & four internal toilets.
– Free Access: two external public toilets.
– Reduced on-site car park (previously 29 spaces to 16: 14 with 2 Mobility car parks).

“Shirley Community Reserve – facility construction
What: Christchurch City Council is building a community facility at Shirley Community Reserve.
Why: To deliver a community facility available for hire by local groups, along with public restrooms and an improved car park for park visitors.
Where: 10 Shirley Road, Shirley [Richmond].
When: Early July 2026 to late December 2026. Monday to Friday, 7am to 6pm (weather/site condition dependent).
Details: We will be undertaking the construction of a new building in the south-west corner of the park.
We anticipate there will be some noise, vibrations, and dust during excavation and construction. Every effort will be made to minimise the impact of this work as much as possible.
Temporary fencing will be in place around the contractor work area, and this zone will be closed to the public. This includes the on-site car park, so please use street parking instead.
The remainder of the park will remain open for normal public access.”

“We are so proud of our student leadership team who all displayed our STAR values this afternoon at the Shirley Reserve. We were invited to participate in a ‘sod turning’ ceremony to celebrate the start of the construction of our new community centre. Phoebe and Isaac spoke on our behalf, and we were so proud! Here is what they said:
Kia ora koutou, talofa lava, mālō e lelei, good afternoon. My name is Phoebe, and this is Isaac. We are speaking on behalf of the 2026 student leadership team at Te Hiwa Shirley Primary School – just across the road.
We have recently worked with Louise, Barbara, and Kirin from the city council, brainstorming and sharing some of our ideas for what the outdoor facilities here at the community centre site could look like.
This community centre is going to be great for our community because we haven’t had one since the previous building was damaged in the earthquakes back in 2010/2011.
This was several years before either of us were even born, and we’re now in Year 6.
We are looking forward to possibly being able to make use of the function room or meeting rooms at the new centre.
Perhaps once a term we could hold our student leadership hui here.
The students at Te Hiwa Shirley Primary School are looking forward to watching construction from across the road, seeing the building take shape.
We’d like to thank the Christchurch City Council for the opportunity to participate in this ceremony today, and for the times they’ve worked with us at school this term.”

Residents who have been advocating for 10 Shirley Road since 2018, organised the ‘Where is our Community Centre’ petition & members of the former ‘Shirley Road Central’ residents group, were not invited to this Sod Turning event.

“Community Board members, local school students and community representatives celebrated work starting on a new community facility with a sod turning and site blessing this afternoon.
Construction on the new building will start on Monday 6 July and is expected to take around six months to complete. Brosnan has been engaged by the Council to carry out the work.
The former Community Centre at 10 Shirley Road was damaged by the Canterbury earthquakes and demolished in 2012.
Councillor Pauline Cotter says: “It’s fantastic to be finally breaking ground on this long-awaited facility for Shirley. The Shirley [Community] Reserve is already a hub of community activity. It is a beautiful site alongside the Dudley [Creek] stream, is easily accessible and the new building will provide opportunities for groups to gather and stay connected.”
Previously, the centre was home to a number of organisations and programmes that contributed towards community connectivity.
The new 280m2 building will include a function room, a kitchen, office space, two meeting rooms, public toilets, and on-site parking. Solar panels and battery storage will also be included.
The design was approved by the Waipapa Papanui-Central-Innes Community Board late last year. Community feedback was gathered in 2020, and a working group made up of Community Board members and local community representatives also contributed to the final design in 2025.
Once the Shirley Community Facility is complete, the Council plans to redevelop the Reserve, reorienting the existing pump track and half basketball court.
